Can Tho sits inside a Mekong Delta economy where water, data, compliance, and export access are practical operating constraints. Can Tho 2030 turns those constraints into scoped challenge briefs and governed pilots.
The People's Committee of Can Tho sets the public planning context through the city's 2030 goals and 2050 vision.
Can Tho University provides the scientific anchor, with CICT contributing applied digital capacity and institutional continuity.
T.I.C. operates independently within that framework, translating selected constraints into pilot briefs, delivery pathways, and measured collaboration.
Project Can Tho 2030 is bilaterally aligned to the People's Committee of Can Tho's 2030 goals and 2050 vision. The Improbability Company operates independently within that framework, with Can Tho University and CICT as scientific anchors.

The existing CICT–T.I.C. MOU v1.3 provides a working frame for scoped collaboration. It should be read as a practical coordination document, not as a claim of public endorsement beyond the approved relationship language.
