First principles, then a practical test.

Start with people and a problem that matters. Understand what already happens, what it costs and who can change it. Build the smallest useful test, examine the evidence, and decide whether to continue.

Work began in December 2025 with CICT at Can Tho University. The Improbability Company brings operating support and an incubation approach. Our work is aligned to the People’s Committee’s goals and the policy context of Resolution 59: development to 2030, with a vision to 2045.

This is an independently operated initiative. Government policy is context for choosing useful work; it does not confer government endorsement or authority.

A proposed three-month incubation cycle

1. Discover: Talk to users, map the current workflow and agree the problem.
2. Build and test: Create an MVP and test the riskiest assumption with practical guidance.
3. Review: Show evidence, costs and learning; decide whether to continue, change or stop.

Operating tools, mentoring and an agreed experiment budget are part of the proposed support model. Each team’s resources, dates and obligations must be confirmed before the cycle starts. Further incubation or investment depends on evidence and a separate decision.

Our 2030 ambition

Our ambition is to find and incubate a company rooted in the Mekong Delta that reaches a US$1 billion valuation by 2030. It is a target, not a forecast or investment promise. We would only report that milestone with independently checkable valuation evidence and a clear account of the company’s operating connection to the region. Before that, we look for repeat use, paying customers and demonstrable local benefit.

Two student pathways

Startup teams own a challenge and develop a venture. Individual interns contribute to a defined project role with agreed supervision. Applications, responsibilities and decisions stay separate.
