Project Cần Thơ 2030 is a multi-year Australia–Vietnam programme supporting Cần Thơ’s ambition to become the Mekong Delta’s hub for innovation, climate resilience and industry modernisation.

Who we are

Operated by a company already on the ground.

The Improbability Company (TIC) is a Melbourne-headquartered technology company with 40+ engineers operating in Cần Thơ today. Through Magrathea, its ecosystem-building division, TIC operates Project Cần Thơ 2030 — orchestrating universities, government, accelerators and industry into one coordinated, investable ecosystem.

The institutional anchor is CICT — the College of ICT at Cần Thơ University, where the programme holds a formal MOU. That footing is what lets a challenge brief become a 90-day sprint, and a sprint become a real pilot.

The mandate

The direction is set by national policy. The corridor is under-served.

Politburo Resolution 59-NQ/TW and the 2050 Master Plan commit Cần Thơ to a decade of transformation. The Delta is Vietnam’s most concentrated climate-adaptation opportunity — and remains under-served by current Australian programming. Five Forum sectors map the work:

Nothing is upgraded without paperwork. Public use of partner names or logos is reviewed by the partner before release.

CICT
Formal MOU · institutional anchor. The College of ICT at Cần Thơ University — host of the Forum and home of the sprint teams.
AusCham Vietnam
Co-host (in-kind). The Australian Chamber of Commerce in Vietnam — the Australia-side co-host, bridging the programme into the AU business network.
Universities
Signed MOUs with Swinburne (Vietnam) and Greenwich (Vietnam).
Government
Active relationships with DFAT, Austrade and the Australian Consulate-General, HCMC — relationships, not partnerships or endorsements.
Operator
The Improbability Company, through its Magrathea ecosystem division.
